On a Light Blue disc a shield blazoned:  Argent bordered Gules charged with scales of the like and keys in saltire, wards to base Azure, supported by an issuant to base the shank and flukes of crossed anchors bordered Red, shaded Blue and highlighted White. Surrounded by a Dark Blue designation band with a Yellow rope border.  Inscribed to chief "UNITED STATES COAST GUARD" and inscribed to base "OFFICE OF REQUIREMENTS & ANALYSIS" all in White letters.

The shield and anchors recall the United States Coast Guard's seal and demonstrate that the Office provides expertise in evaluating present and future Coast Guard needs.  The crossed keys signify requirements, and the scales represent analysis.  This implies that the Office is charged with identifying and assessing operational capabilities.  The colors are the National colors and are also the traditional colors of the Coast Guard.
